therefore, that the party of Mr. Wong Tsing-wai
would have much difficulty in re-establishing itself,
at any rate in South China.
8. The position in North China is exceedingly obscure and a new crisis has developed in Northern
Manchuria.
9. With reference to paragraph 8 of my Secret despatch of 27th of June, 1929, I attach a translation of a Communist leaflet distributed in Hong Kong on this year's anniversary of the Sha Kee
incident of June 23rd, 1925.
